This would be accomplished by agreements initiated by the four powers of the U.S.A., Russia, China, and India, accords reached through agreements establishing a virtually world-wide, fixed-exchange-rate credit-system, accords which would mean the effective eradication of the international monetary system which is presently the gravest threat to all mankind....

The Preface, by EIR founder and contributing editor Lyndon LaRouche, titled, "Russia's Next Step," poses the need for U.S. policy-makers to study and grasp the "disease" presented in this book, since it represents "an economic global pandemic which we must all join to defeat."
