The Global Civilization Initiative and the Art of the New Deal

March 17, 2023, 2022 (EIRNS)—“[T]he world monetary financial system is actually now currently in the process of disintegrating. There’s nothing mysterious about this; I’ve talked about it for some time, it’s been in progress, it’s not abating. What’s listed as stock values and market values in the financial markets internationally is bunk! These are purely fictitious beliefs. There’s no truth to it; the fakery is enormous. There is no possibility of a non-collapse of the present financial system—none! It’s finished, now! The present financial system can not continue to exist under any circumstances, under any Presidency, under any leadership, or any leadership of nations. Only a fundamental and sudden change in the world monetary financial system will prevent a general, immediate chain-reaction type of collapse. At what speed we don’t know, but it will go on, and it will be unstoppable!”

That was Lyndon LaRouche, July 25, 2007. Is that message delivered nearly sixteen years ago, out of date? Was it erroneous? “LaRouche keeps saying that the system will collapse, but it never does. He’s been saying that in one form or another for the past fifty years. It never happened.” So, LaRouche, the economic forecaster, was often suppressed, including through incarceration for five years, 1989-94. Helga Zepp-LaRouche, however, in her March 14 statement, “Call for an International Emergency Conference To Reorganize the Bankrupt Financial System” pointed out that “given the extreme over-indebtedness of the financial system coupled with a derivatives exposure of two quadrillion dollars, the ‘Everything Bubble’ is threatened with the fate of what Wall Street guru Bill Gross compared to a supernova—a bright shining star that suddenly burns out.” Like an astronomer, Lyndon LaRouche had foreseen the supernova, knowing that the explosion “now underway” actually occurred much earlier, and was the product of events from now over a half-century ago—for example, August 15, 1971, when the dollar was taken off the gold standard, and the Bretton Woods system was ended. (There were even events that had occurred before that, as early as 1957, which had prompted LaRouche’s economic forecasts.)

Those that rejected LaRouche through the decades, and that reject him now—though thinkers in China, Russia, India and elsewhere do not—will fail to see, now, the narrow pathway forward through which disaster could be prevented, through a call for a “global Glass-Steagall movement.” With the political mass strike that has taken to the streets in France, the Netherlands, Germany, and even faintly but meaningfully in the United States, if such a call were raised right now, starting with the Congress of the United States, it is possible that the growing and spreading correct loss of confidence in, not only the financial, but the political character of the system would allow a breakthrough, even despite the banking and intelligence lobbies that dominate the Congress, even despite the Congress itself.

Glass-Steagall, however, is not enough. It would never work on its own, without China, Russia, India, and others, because no nation, including the United States, can reverse the supernova explosion. That is, after all, what LaRouche warned 15 years ago. Instead, these actions, wherever they occur, must be subsumed in a drive to implement, through a series of conferences, including an emergency conference to reorganize the system, the several initiatives that have been most clearly called for by the Chinese government, and that can be adapted by any government for their national application. They are the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative.

The United States Needs To Make a New Deal with China

Quickly, before we are all blown up, the efforts of President Xi Jinping to attempt to offer a way out of this Malthusian NATO war on Russia, efforts set forth in “China’s Position on the Political Settlement of the Ukraine Crisis” issued Feb. 24, should be supported by all people of good will throughout our planet. There may now be as many as 200,000 Ukrainian military deaths alone, contrary to what has been reported in American media outlets. Ukraine has lost at least one-third of its population, who have fled the war, or died in it. Former IAEA weapons inspector Scott Ritter, along with Col. Douglas Macgregor (ret.), Col. Richard Black (ret.), former CIA analyst Ray McGovern and others, have contended that it is impossible either for Ukraine to win the war on the battlefield, or for NATO military production capacities to supply an increasingly-depleted Ukrainian military with the required artillery shells and other ordnance that would allow them to stay in the conflict much past this summer—in other words, after the next six months. Therefore, the conflict must be brought to an end, before Jake Sullivan, Tony Blinken and Victoria Nuland, the “Three Stooges” that Seymour Hersh refers to as “Winkin’, Blinkin’ and Nod,” convince a still-reluctant President Biden to commit American troops, one way or the other, to some sort of role in Ukraine—no doubt, through the instigation or with the help of the ever-available, ever-criminal networks, including financial networks, of British intelligence.

There is hope. As Scott Ritter put it yesterday, “senior diplomats, senior national leaders like Xi Jinping, don’t fly to foreign capitals and meet with foreign leaders unless the outcome of that meeting is certain.... [I]f the Chinese are able to get Vladimir Putin to allow them to have a conversation with Zelenskyy, that means that there is a plan that Russia would accept. And my advice to President Zelenskyy is take the plan, save the lives of your citizens, save what’s left of your territorial integrity.... Bring this conflict to an end. Do the right thing.”

So, the diplomacy by China, in hosting and conducting the Saudi Arabia-Iran successful negotiations that shocked the world on March 10, a little over a week ago, may, it is hoped, advance the cause of peace once again. But here’s the problem, as discussed by Seymour Hersh, noted journalist who has shaken up the world with his Nord Stream pipeline expose. “I don’t know where we are. We’ve got these lunatics, I don’t care whether, you know, I’m sure they are high IQ, Tony Blinken, and Jake Sullivan, Nuland—I called them, Winkin’, Blinkin’ and Nod, out of those (children) stories, they were just doing insane things.... China’s giving up on us. We are pushing some buttons that we may not be able to stop.... But I will tell you, I read (Putin’s) speeches carefully. He doesn’t have cancer, all those stories you read about him dying, and he is very smart, and he knows his facts, and he spits them out, and he knows things....

The Global Civilization Initiative and Re-Civilizing the Anglosphere

What, given the behavior of the Anglosphere toward Russia—calls for Russia’s dismemberment, cruise missile-capable drones and B-52 American airplanes flying within ten miles or less of the Russian border, and now, the International Criminal Court declaring Vladimir Putin to be a war criminal and demanding his arrest—what could form the basis for the re-establishment of trust between Russia and the Western nations? Chatham House’s Henry Kissinger and other geopolitical warriors insist on reading everything through the prism of “balance of power” relations, such as the Saudi Arabia-Iran deal brokered by China. Even if there may be an element of that involved, on the part of certain factions of the Iranian and Saudi Arabian governments, the positive, “Westphalian impulse” that comes from the Chinese 12-point peace program, a program fully congruent with the Zepp-LaRouche Ten Principles for a New Strategic and Development Architecture, is missed by the globalists, geopoliticians and Old Paradigm-ers. Headlines like “China-Finalized Deal Marks the Beginnings of a Multipolar Mideast” and “America’s Foreign Policy Has Lost All Flexibility” betray that the Beltway knuckleheads “can’t handle the truth.”

The truth is, that Lyndon LaRouche’s World Land-Bridge, like the China Belt and Road Initiative, and like LaRouche’s 1983 Strategic Defense Initiative, all flow from a different notion of mankind than the Darwinist, predatory lose-win “clash of civilizations” idea. Let us examine the just-announced Global Civilization Initiative from this standpoint. Today’s Global Times editorial, “Global Civilization initiative—Another Gift from China to the World” contained the following description. “The background of the Global Civilization Initiative is that in recent years, as geopolitical conflicts have intensified, the ‘clash of civilizations’ and ‘superiority of civilizations’ have returned to public attention under the instigation and hype of some politicians in the United States and the West.... Different countries and civilizations urgently need to work together to deal with the global challenges that affect the future and destiny of mankind as a whole. The Global Civilization Initiative can be said to have emerged in response to the demands of the times, and has strong practical significance and practical value.

“The Global Civilization Initiative puts forward four initiatives—respect for diversity of civilizations, advocating the common values of humanity, highly valuing the inheritance and innovation of civilizations, and jointly advocating robust international people-to-people exchanges and cooperation.”

No political force exists in the trans-Atlantic world, other than the organizations founded and/or co-founded by Lyndon LaRouche, particularly the International Caucus of Labor Committees, and the International Schiller Institute co-founded in 1984 by Helga Zepp-LaRouche and Lyndon LaRouche, that possesses the power to conduct a dialogue of cultures in the “complex domain” in which such a dialogue must at this time take place. (Of course, there is the ongoing peace initiative from the Vatican, which is no doubt watching very closely upcoming developments in Moscow, and should be constantly kept in mind, especially given the newly announced Civilization Initiative and the China-Vatican tradition dating back to Father Matteo Ricci in the 1580s.) For people of good will in the Anglosphere to clearly fathom what the strategic significance is of Xi Jinping’s Global Civilization Initiative, an understanding that may make the crucial difference between whether there is thermonuclear war or not, it will take approaching China the way that FDR approached China, as a great power. FDR proposed China to be one of “the Four Policemen” that would act as post-WW 2 guarantors of world peace, along with the Soviet Union, the United States and Great Britain. FDR’s support later resulted in China being included as a permanent member in the United Nations Security Council. (Note that since 2013, as a result of a bilateral treaty signed by Xi Jinping and Viktor Yanukovych, Ukraine has been protected under the nuclear umbrella of China.) The world needs the United States to again think like FDR, whether on Glass-Steagall, or on Russia, and to walk away from the doomed financial system that is driving the world to species-ending war, make a New Deal with China, and use the Global Civilization Initiative to begin to rebuild the now-ruptured trust among nations at war. That will only happen, if we do our job, both as patriots, and as world citizens.
